On 22/05/2015, the Prime Minister issued Decision No. 714 / QD-TTg on the list of national databases that should be prioritized in creating a foundation of e-government development, including 6 national databases, including the National database of business registration.
Priority of core databases - necessary requirements to aim at developing e-government
Currently, the research and construction of electronic databases of ministries almost only focus on state management objectives of each sector or area, but not the problem of connecting, sharing general information between the databases or the implementation has been slow despite the idea of connecting, sharing information. Therefore, there exists partial status, fragmentation, inconsistency of information in the databases of these sectors. Many databases also include duplicated information fields leading to the waste of financial resources as well as human resources, causing a inconvenience to citizens due to repeatedly identical information provision at the request of the State administration agencies. Stemming from the fact that, prioritizing the deployment of promulgation of the list of national databases is a major decision to accelerate the development of e-government, towards a modern and efficient national administration.
According to Decision No. 714 / QD-TTg, 6 National databases on the list include: National database of business registration (Ministry of Planning and Investment), National database of population (Ministry of Public Security), National database of national land (Misnistry of Natural Resources and Environment), National database of Population statistics (Ministry of Planning and Investment), National database of Finance (Ministry of Finance), National database of Insurance (Vietnam Social Insurance). They are considered as the core databases, the information resources which should be focused to be developed to serve the state management.
The priority of deploying the organization of implementing the development of National databases
Stated in Decision No. 714 / QD-TTg, the agencies governing National Database are allowed to propose new construction, or adjustment and supplement the authority to issue or promulgate according to its authority the legal documents of National database managed by themselves; determine the characteristics and data properties of the National database on the principle of non-overlapping information with the national database which has already operated; review and collate data for the National database components of National databases that do not fall within its jurisdiction.
To operate the National database, the governing agencies regularly review, correct, update the National database through the process and administrative procedures to ensure the timeliness, accuration and full reflection of variable information and time factor of the data; check periodically the implementation of the solutions, security measures of National database, compliance with technical standards on safety, information security and compliance with characteristics, the nature and value of stored information. There shall be solutions for backup sync, backup, troubleshooting, data recovery, and other technical solutions to ensure operational efficiency and system availability at a high level.
For updating the National database, the governing agencies receive, handle the requests of exploiting national database of organizations, individuals in the forms of online information search, electronic form on official electronic information portal or request form at receiving department; guide organizations and individuals to connect their information systems to national databases to access, exchange and share data.
In this decision, the Prime Minister has assigned specific tasks for the Ministry of Information and Communications, Finance, Planning and Investment as follows:
- Ministry of Information and Communications guide the legal implementation relating to the national database; coordinate with the governing construction agencies, issue regulations, standards, technical options and guide the implementation of connecting information systems, databases into the national database to ensure interoperability, seamless and information security; evaluate the preliminary construction project designs of national database ...
- Ministry of Finance shall be responsible for coordinating with Ministry of Planning and Investment in guiding and supervising the use and settlement of the funding of the projects to build the National database in accordance with the provisions of the Law on the State Budget; regularly allocating funds for activities to collect information, training to use and maintain, operate information systems of national database; at the same time, manage, coordinate with Ministry of Information and Communications to guide the charge of exploiting fee, using data from the national database for the objects to be chargeable.
- Ministry of Planning and Investment is responsible for allocating investment capital from the state budget to build, expand and upgrade the National databases.
Some contents on the National database of business registration built and operated by Ministry of Planning and Investment
Built within the framework of the reform program of national business registration on the basis of consolidating incoherent data from 63 localities across the country, through 2010, the National database of business registration has basically been completed to become repository of information contained more than 800 thousand registered enterprises founded and is the core component of the National information system for business registration. The constant update of formation in real time in 63 provinces/cities in the National database of business registration and regular activities of connecting, sharing, controlling with databases of tax allow the daily capture of updated information of the status of business registration across the country (including the establishment of new businesses, dissolved or suspended operation, operation return), simultaneously, is the basis to carry out consolidation of procedures for business registration and tax registration into a single business registration process, helping enterprises save time and costs of market entry.
After 5 years of implementation, National database of business registration has confirmed the important role as one of the databases containing useful information for state management for multiple areas, is the trusted source of information for planning policies of macroeconomic operation. Currently, based on a new legal framework for investment and business, National database of business registration is continuing to be integrated more information on the business sector with foreign investment.

Besides the serving for the State administration, national database of business registration has also been focused on exploitation for the purpose of improving the transparency within business environment. Accordingly, every individual, organization in need are able to access information which have business legal values through the provision of information on National Information Portal of business registration; thereby, enhancing the supervision of society, third parties for the operation of businesses, contributing to the development of the business community on the basis of fair competition.
