Established on 09 September 2010 under Decision No. 1659/QD-TTg of the Prime Minister, Agency for Business Registration (ABR) – management unit of National Business Registration Portal is responsible for consulting the Minister of Planning and Investment in the state administration over business registration.
Functions, responsibilities
The functions of Agency for Business Registration are regulated by Decision No. 1888/QĐ-BKHĐT of the Minister of Planning and Investment (MPI) dated 22/12/2017 as following:
1. Preside or participate in the preparation of mechanism, policy and legal documents on Business registration, Business household and Cooperative to submit to the competent agencies for promulgation;
2. Promulgate or submit for promulgation the guiding/instructing documents on professional procedures for business registration, Business household and Cooperative, forms and reports making for provincial business registration offices;
3. Monitor, supervise and summarize the business registration, Business household and Cooperative implementation status of enterprises nationwide;
4. In regards to business registration information:
a) Organize the development, management and operation of the National Business Registration System, National Business Registration Portal and the national database on business registration, Business household and Cooperative;
b) Preside and cooperate with the General Statistics Office (GSO), Enterprise Development Agency (EDA), functional agencies of Ministry of Finance, Ministry of Public Security and related agencies in connecting and exchanging enterprise registration (ER) information;
c) Provide information of Enterprise, Business household and Cooperative to organizations and individuals upon request;
d)Publish media publication on enterprise registration, Business household and Cooperative, dissolution, bankruptcy, and violations nationwide.
5. Improve the professional knowledge, skill of ABR’s managing personnel o organizations and individuals upon request;
6. Implement international cooperation in the fields related to the ABR’s function and responsibilities;
7. Manage the organization, workforce and provided assets according to the law and MPI;
8. Carry out other tasks assigned by the MPI’s Minister.
