In order to create favorable conditions for enterprise and entrepreneurs to enter the market, in recent years, the review of administrative orders and procedures are regularly conducted by state agencies at all levels. Thereby, gradually reduce various unnecessary procedures for business registration to simplify business registration affairs toward convenient way.
Following are some particular results:
- Firstly, consolidating of procedures to facilitate business entry:
In order to handle with problems in administrative procedures reform for enterprises, the Ministry of Planning and Investment chaired, in coordination with the ministries concerned to unify content of business registration and registration of the tax code in a single dossier, submit to the Department of Planning and Investment and use the tax code as business registration code.

- Secondly, shortening the issued time for business registration
Statistics during 2011 and 2013 on the time for issuing business registration show that the percentage of overdue application was gradually reduced; besides the proportion of time for issuing business registration was stipulated for 5 days. The above achievement is partly thanks to the efforts of completing legal framework for business registration and the effective implementation of information technology in business registration process, accordingly, management efficiency of the business registration has gradually been increased.

- Fourthly, convenient business registration methodsAs presented in the table, the number of business registration procedures was reduced dramatically from 125 procedures in 2011 to 113 in 2012 and only 103 procedures in 2013. The reduction of administrative procedures has demonstrated the effective management of business registration affairs, which not only created favorable conditions for enterprises to enter the market but also guaranteed for the simple but efficient state management.
Over the periods, the business registration methods have gradually been diversified so as to provide more choices for organizations and individuals. The variety of methods implies that the business registration management has been improved day by day to meet the requirements of enterprises and practical conditions.
